EU Data Centre White Paper

A new report from the Global Electronics Association and DECISION Études & Conseil

Europe is one of the world's three largest markets for AI data centre infrastructure — but captures only a fraction of the value that demand creates. EU-headquartered companies account for just 6% of the EU market for data centre semiconductors, 7% of server manufacturing and assembly, and 8% of cloud infrastructure. EU production of PCBs for data centre applications barely exists.

With the Cloud and AI Development Act aiming to at least triple EU data centre capacity within five to seven years, that gap is set to widen.

This report maps the full value chain — from substrate to server to cloud — identifies where Europe is strong, where it is absent, and what an end-to-end industrial strategy needs to look like.
